Philip S. Skell (1924-2010) is an American author, journalist, and professor of history. He graduated from Pomona College in 1947. He received his PhD in history from the University of Wisconsin–Madison in 1967
His book "The Life and Death of the California Proposition 13" was a finalist for the Pulitzer Prize for History in 1975. He taught at California State University, Long Beach, from 1971 to 1996. In 2000, he published "Two Nations: Black and White, Separate, Hostile, Unequal", a study of racial conflict in the United States from World War I to 1960 that won the Bancroft Prize.
In 2007 he published his last book "A World Without the Works Progress Administration", a history of the WPA from 1935 to 1943 that was awarded the Bancroft Prize.
