His book "The Life and Death of the California Proposition 13" was a finalist for the Pulitzer Prize for History in 1975. He taught at California State University, Long Beach, from 1971 to 1996. In 2000, he published "Two Nations: Black and White, Separate, Hostile, Unequal", a study of racial conflict in the United States from World War I to 1960 that won the Bancroft Prize.

In 2007 he published his last book "A World Without the Works Progress Administration", a history of the WPA from 1935 to 1943 that was awarded the Bancroft Prize.
